PUBLIC STATEMENT

SWISSA: The 2027 Fiscal Package Requires Comprehensive Analysis, Dialogue and Predictability

The Swiss Albanian Chamber of Commerce (SWISSA) expresses its concern regarding the pace at which the changes introduced under the 2027 Fiscal Package are being pursued, as well as the limited opportunity for their review with the business community. Measures that simultaneously affect consumption, employment and investment require a joint assessment of their consequences, meaningful consultation and sufficient time for adjustment.

SWISSA supports the objectives of easing the cost of living, formalising the economy and ensuring the sustainability of public finances. However, achieving these objectives must also preserve businesses’ ability to invest, create jobs and compete. Accordingly, the assessment of the package cannot be limited to the budgetary impact of each measure; it must also consider how the changes interact and affect the economy.

Reducing VAT to 6% on basic food products has the potential to ease household expenditure. The actual benefit will depend on the final list of products, the manner of implementation and the extent to which the tax reduction is reflected in consumer prices. This benefit should be assessed alongside the consequences of increasing the standard rate from 20% to 21% for a broad range of goods and services.

Depending on market conditions, businesses may absorb this increase by narrowing their margins, pass it on to prices partially or in full, or combine both approaches. The net impact on purchasing power should therefore be analysed across all income groups, with particular attention to households most sensitive to price changes. A reduction or shift in consumption—even among higher-income households—may affect demand for goods and services and, in turn, business revenues, employment and economic activity.

These consequences are not the same across all sectors. Restaurants and fast-food outlets, for example, may purchase products subject to the reduced rate, while their sales, where subject to the standard rate, will be taxed at 21%. For businesses entitled to full VAT deduction, a reduction in VAT on purchases does not in itself reduce the net cost of raw materials. The effect on prices and margins therefore requires an analysis of actual costs and demand.

Meanwhile, for VAT-exempt activities, where VAT on purchases is not deductible or is only partially deductible, an increase may become an additional cost and be reflected in fees or prices. This calls, among other things, for attention to certain financial services and specific real estate transactions, depending on their legal treatment. In tourism, the increase in the rate for certain services from 6% to 10% should be assessed in light of existing bookings and contracts, as well as the competitiveness of Albania’s tourism offering.

In addition to its impact on consumption and business activity, the package should also be examined for its implications for human capital. SWISSA welcomes the widening of the employment-income bracket taxed at 13%. Separately, the introduction of a higher marginal rate for high salaries requires an assessment of its impact on retaining specialists, encouraging Albanian professionals to return, and attracting international experts.

Even where the number of employees affected is limited, their roles may be important for investment, knowledge transfer and the development of value-added activities. Comparisons with competing markets should take into account the net effect of the entire new tax framework, mandatory contributions and the total cost of employment—not merely the higher tax rate.

For Swiss investment, the effect of the increase in dividend tax should be distinguished according to ownership structure. The Albania–Switzerland Double Taxation Agreement provides for a 5% cap on withholding tax on dividends where the beneficial owner is a company directly holding at least 25% of the capital of the paying company and the relevant conditions are met. The increase in the domestic rate from 8% to 15% therefore does not have the same effect on all investors.

The impact should be assessed separately for shareholdings that do not benefit from this cap, individual investors and domestic shareholders. For SWISSA, both the effective implementation of the agreement and the preservation of favourable conditions for partnerships and investment in the Albanian economy are important.

For smaller enterprises, lowering the VAT registration threshold from ALL 10 million to ALL 5 million introduces new requirements for reporting and liquidity management. The impact will vary depending on business activity, purchasing structure and customer profile. Formalisation should therefore be accompanied by simple procedures, practical guidance, timely VAT refunds and equal enforcement of the law.

Beyond the substance of the measures, the decision-making process remains essential. Changes and revisions within a short period make budgeting, contract negotiations and investment planning more difficult. For Swiss businesses and their Albanian partners, as for other long-term investors, regulatory predictability is an essential component of the country’s competitiveness.

In this context, SWISSA calls on the responsible institutions to:

  • Ensure clarity on the final content of the package by publishing consolidated texts, the list of food products and the relevant guidance.
  • Publish an integrated assessment of the impact on prices, consumption, investment, employment and competitiveness, accompanied by analyses for the affected sectors.
  • Conduct structured and meaningful consultation with businesses, allowing sufficient time for review and providing reasoned responses to recommendations.
  • Review the measures and timelines on the basis of this assessment, providing reasonable transition periods and clear rules for the treatment of existing commitments.
  • Monitor outcomes transparently after implementation in order to verify benefits for citizens and address unintended consequences.

SWISSA stands ready to contribute to this process through the experience of its members and concrete proposals.

A sustainable fiscal policy must generate public revenue while preserving purchasing power, investment incentives and confidence in the Albanian market. This balance is built through sound analysis, dialogue and predictable rules.
